It was February this year when we dined at a Japanese restaurant in Calamba. I ordered a bowl of ramen and a 3-pieces gyoza for my own consumption that probably amounted to 400 pesos. After we finished our meals, Neng, my niece, summoned the wait staff for the bill, and immediately paid the amount printed on the tape receipt. The waitress returned with the change, I gave my PWD ID card and requested her to ask the cashier if they can adjust the bill. When the waitress came back, she said “Sir, mura na po ang presyo namin dito kaya wala na pong discount para sa inyo,” trying her very charm but placed a 10 peso coin together with my ID card on my hand.I shut my mouth in shame.

But to be fair, in most cases, restaurants in Metro Manila automatically grant me discount accordingly upon showing my PWD ID card. Krispy Kreme in Solenad Nuvali Sta. Rosa takes out 20 percent discount even if I purchase a dozen of assorted donuts, while in some bakeshops, I only allowed to get a piece of bread or a slice of cake to avail discount.

This kept me wondering what really are the benefits entitled to a person like me. So trying to resolved my query I searched the web and found the following.

Listed below are the benefits entitled for all PWD in the Philippines:

(a) At least twenty percent (20%) discount from all establishments relative to the utilization of all services in hotels and similar lodging establishments; restaurants and recreation centers for the exclusive use or enjoyment of persons with disability;
(b) A minimum of twenty percent (20%) discount on admission fees charged by the theaters, cinema houses, concert halls, circuses, carnivals and other similar places of culture, leisure and amusement for the exclusive use or enjoyment of persons with disability;
(c) At least twenty percent (20%) discount for the purchase of medicines in all drugstores for the exclusive use or enjoyment of persons with disability;
(d) At least twenty percent (20%) discount on medical and dental services including diagnostic and laboratory fees such as, but not limited to x-rays, computerized tomography scans and blood tests, in all government facilities, subject to guidelines to be issued by the Department of Health (DOH), in coordination with the Philippine Health Insurance Corporation (PHILHEALTH);
(e) At least twenty percent (20%) discount on medical and dental services including diagnostic and laboratory fees, and professional fees of attending doctors in all private hospitals and medical facilities, in accordance with the rules and regulations to be issued by the DOH, in coordination with the PHILHEALTH;
(f) At least twenty percent (20%) discount on fare for domestic air and sea travel for the exclusive use or enjoyment of persons with disability;
(g) At least twenty percent (20%) discount in public railways, skyways and bus fare for the exclusive use and enjoyment of persons with disability;
(h) Educational assistance to persons with disability, for them to pursue primary, secondary, tertiary, post tertiary, as well as vocational or technical education, In both public and private schools, through the provision of scholarships, grants, financial aids, subsidies and other incentives to qualified persons with disability, including support for books, learning materials, and uniform allowance to the extent feasible: provided, that persons with disability shall meet minimum admission requirements;
(i) To the extent practicable and feasible, the continuance of the same benefits and privileges given by the Government Service Insurance System (GSIS), Social Security System (SSS), and PAG-IBIG, as the case may be, as are enjoyed by those in actual service;
(j) To the extent possible, the government may grant special discounts in special programs for persons with disability on purchase of basic commodities, subject to guidelines to be issued for the purpose by the Department of Trade and Industry (DTI) and the Department of Agriculture (DA); and
(k) Provision of express lanes for persons with disability in all commercial and government establishments; in the absence thereof, priority shall be given to them.

The above mentioned privileges are available only to persons with disability who are Filipino citizens upon submission of any of the following as proof of his/her entitlement thereto:
(I) An identification card issued by the city or municipal mayor the barangay captain of the place where the person with disability resides;
(II) The passport of the persons with disability concerned; or
(III) Transportation discount fare Identification Card (ID) issued by the National Council for the Welfare of Disabled Persons (NCWDP).

The privileges may not be claimed if the persons with disability claims a higher discount as may be granted by the commercial establishment and/or under other existing laws or in combination with other discount program/s.

  1. Ang OT at Speech and SPED Class subject din po ba sa discount and how many % the discount?. This expense really killing for the parents that is why I hope we could claims some discount on this matter.

    1. Sa akin pong pagkakaalam maari po kayong humingi ng discount para sa OT at ST lalo na kung hirap po kayo na matustusan ang gastusin sa therapy. Pwede rin po kayong mag hanap ng pampublikong clinic sa inyong lugar kung saan libre.

      maari din po kayong maghanap ng NGO tulad ng Autism Society of the Philippines para matulungan kayong makakuha ng sponsorship at mabawasan ang inyong gastusin.

    3. Wala po bang libeng Philhealth ang mga PWD na ino offer ang Gobyerno?
    4. May ini offer po ba ang Gobyerno na individual loan for PWD PEOPLE, para maka pag negosyo?

    1. Maari po kayong makipag ugnayan sa DSWD ng LGU o Munisipyo kung saan kayo nakatira para sa mga programa para sa PWD. Unfortunately, wala pong hotline para sa lahat dahil bawat munisipyo po ay may kanya-kanyang number.

      Sa ngayon po ay hindi pa libre ang contribution sa PhilHealth ng PWD. Although, may panukala po si Sen. Hontiveros na ilibre na ang contribution, pero hindi pa po ito aprobado.

      I have researched regarding income tax discount or exemptions for PWD but I guess there is none. Nor discounts in PhilHealth or SSS or Pag[ibig for PWD.

      On the other hand, the Benefits for PWD has been amended.
      Under RA 10754, PWDs are now entitled to at least 20 percent discount and exemption from value-added tax (VAT), if applicable, on the following sale of goods and services for the exclusive use and enjoyment or availment of the PWD:
      1. On the fees and charges relative to the utilization of all services in hotels and similar lodging establishments; restaurants and recreation centers;
      2. On admission fees charged by theaters, cinema houses, concert halls, circuses, carnivals and other similar places of culture, leisure and amusement;
      3. On the purchase of medicines in all drugstores;
      4. On medical and dental services, including diagnostic and laboratory fees such as, but not limited to, X-rays, computerized tomography scans and blood tests, and professional fees of attending doctors in all government facilities, subject to the guidelines to be issued by the Department of Health (DOH), in coordination with the Philippine Health Insurance Corporation (PhilHealth);
      5. On medical and dental services, including diagnostic and laboratory fees, and professional fees of attending doctors in private hospitals and medical facilities, in accordance with the rules and regulations to be issued by the DOH, in coordination with PhilHealth;
      6. On fares for domestic and sea travel;
      7. On actual fares for land transportation travel such as, but not limited to, public utility buses or jeepneys (PUBs/PUJs), taxis, Asian utility vehicles (AUVs), shuttle services, and public railways, including Light Rail Transit (LRT), Metro Rail Transit (MRT), and Philippine National Railways (PNR); and
      8. On funeral and burial services for the death of the PWD, provided that the beneficiary or any person who shall shoulder the funeral and burial expenses of the deceased PWD shall claim the discount under this rule for the deceased PWD upon presentation of the death certificate. Such expenses shall cover the purchase of casket or urn, embalming, hospital morgue, transport of the body to intended burial site in the place of origin, but shall exclude obituary publication and the cost of the memorial lot.
      It is noteworthy that the above mentioned benefits granted to PWDs under RA 10754 are basically similar to those granted to senior citizens under the Expanded Senior Citizens Act (RA 7432, as amended).

      Another interesting feature of RA 10754 is that Section 3 thereof specifically provides that the failure of the government agencies tasked to promulgate the necessary Implementing Rules and Regulations shall not prevent the implementation of the said law upon its effectivity on 7 April 2016, which is 15 days after its publication in the Official Gazette on 23 March 2016.

    1. Hi, Maaring hindi pa po updated ang kanilang system. Eto po ang isa sa magals na nangyayari dahil hindi aktibo ang ibang ahensiya ng gobyerno sa pagroll out ng batas. You may file a complaint at your local DSWD/PDAO office para ma-advise ang pharmacy na i-update ang kanilang system.

      Discounts to goods, medical services, medicines, etc are benefits given to the sole enjoyment of PWD. Assistance to education is also available for PWD provided that he or she meets certain qualifications. DSWD in your municipality may have programs for the parents with kids with especial needs. Non-profit organizations such as Autism Society of the Philippines may be able to extend some help to your child.

    1. Hello Ryan, Thank you for writing your inquiry here. There is no discount but according to the Expanded Benefits for PWD, there is a scholarship grant that you can avail provided that you satisfy the minimum admission requirements.

        You may go to the school where you intend to enrol. A scholarship will be granted provided that you satisfy the requirements for the scholarship.

  6. Hello good day would like to inquire if children and adults with AD/HD can avail a PWD ID along with these benefits? I am a college graduate who has ADD and have young brothers who also have the disorder.

      Thank you for your inquiry. As for the pursuant to the Republic Act mentioned in this post, Identification Cards shall be issued to any bonafide PWD with permanent disabilities due to any one or more of the following conditions: psychosocial, chronic illness, learning, mental, visual, orthopedic, speech and hearing conditions. This includes persons suffering from disabling diseases resulting to the person’s limitations to do day to day activities as normally as possible such as but not limited to those undergoing dialysis, heart disorders, severe cancer cases and such other similar cases resulting to temporary or permanent disability.

      With regards to your condition, your physician can determine whether you qualify as PWD and if so he/she can give you certificate that you can attach to your PWD ID application.

      In some cases naman po hindi na kailangan ng authorixation kung para sa ID holder ang binibili, lalo na kung walang kakayahang magsulat at pumirma ang card holder.

  7. Hi I would just like to know if Psoriasis is a valid illness to be considered as PWD. Psoriasis is a lifetime illness, it affects the skin and the bones. More often, it affects the person psychologically/emotionally because it deeply affects the skin/scalp/nails of a person and financially because of the cost of medicines that dermatologists recommend. I would appreciate your reply. Thanks….

    1. Libre po ba o discounted lang po ang PWD sa sinehan na katulad ng mga senior?

    2. Pwede po ba kaming makahingi ng articles na nagsasabi na ang isang PWD ay libre na sa parking are, kasi sa ibang mall libre pero sa iba di po senior lang daw, kaya gusto naming makahingi ng articles para mapakita sa admin nila

      Ayon sa batas, ang PWD ay may 20percent discount sa kahit anong lugar pang Entertainment tulad ng sinehan, kahit saan at kahit anong araw o oras pa man ng panunuod..

Tatanong ko lang po yung article na nabasa ko na ang parent w/ disability, below 60y.o. ay maaari na pong I consider na beneficiary ng anak na active philhealth member? Pls correct me if I am wrong. I am so glad if ever na tama ako kasi po yan po ang pinoproblema ko. Because of financial crisis, Hindi po namin mabayaran ang philhealth ko.

    1. Hi Maricel, Thank you for your inquiry. According to IRR, Double discount is not allowed. Meaning, if an item, ticket etc are already discounted including promo price and packages, we can no longer use our PWD ID for additional discount.

      What are the Qualifying Conditions?

      A member who suffers partial or total disability with at least one monthly contribution paid to the SSS prior to the semester of contingency is qualified.

      Partial Disability

      A complete and permanent loss or use of any of the body parts, but which does not totally prevent a member from engaging in any gainful occupation.

      Permanent Total Disability

      Has your status prevented you from working?
      I suggest a visit to nearest SSS for possible clarification to this concern.

    Putting a sticker sa mga buses ngayon ay optional na ba? kasi napapansin ko wala na silang nakadikit na stickers na nag re-reserve for seniors, pwd, pregnant women sa unahang upuan ng bus nila.. Pagkatapos yung mga kunduktor naiilang paalisin yung mga taong di naman dapat nakaupo dun.. hinahayaan na nila na nakatayo yung mga seniors, pwd, pregnant women kasi daw nauna nang nakaupo. Is this optional nowadays? Pagmamagandang loob nalang ba yung pagpapaupo sa mga seniors, pwd, pregnant women o batas talaga ito since nakasulat sa magnakarta? May kaukulang parusa o violation ang mga di nagppatupad nito?

    1. Hi Maricel, Thank you for your inquiry! Nasa batas ang pag lalagay ng ACCESS stickers at pag designate ng upuan sa bus para sa mga Senior Citizens, PWD at nagdadalang tao. Nakasaad ito sa Batas Pangbansa Blg 344 at may Memorandum din na nagsasaad ng kaukulang penalty para sa mga di tutupad dito.
      In the case na hindi bigyan ng priority seats ang mga PWD, Senior Citizens, at Nagdadalang tao, dapat na i-ASSERT ang Karapatang ito. Kausapin ng mabuti ang umuukupa sa upuan, kausapin din ang Driver at Kundoktor. At kung di pa naresolve sa pakikipag-usap, ipag bigay alam ito sa bus company. Kung di pa rin sila tutugon, pwede silang ireklamo sa LTFR.

    Want to ask if included PWD scope the Lumbar problem and Min Heart disease?
    I have a lumbar problem and my doctor advise limited po daw yun galaw ko ksi if magkamali po daw ako ng galaw maari po daw ito maging cause ng Low back pain or lumbar attack ko po.
    Include po ba ito sa list of scope ng PWD at maari po makakuha ako ng ID

    1. Hi there! I tried to research on the extensive list of conditions that can be considered for acquiring PWD ID but no luck. I guess the best thing to do for now is to ask a referral from your doctor or go to DSWD or PDAO near you.

    1. Honestly, I have not known any program for PWD from the government. I have inquired at the local PDAO office here in Calamba City a few years ago right when I lost my sight, but until today I heard nothing from them. If there is, I guess its not properly disseminated to reach everyone.
